Oregon Firearms Owners: Unserialized Firearms need to be Serialized by 9/1/2024

Oregon Firearms Owners, 

If you recall,   the Oregon legislature passed HB2005 in the 2023 Legislature.    This bill requires serialization of unserialized firearms built after 10/28/1968.   see the following link for the Oregon statute.  Link 

An individual has until 9/1/2024 to have an class 7 FFL serialize a firearm in accordance with federal regulations. Afterward, mere possession of the frame or complete firearm without a serial number on the frame becomes illegal, with initial fines and confiscation, then escalating severity to misdemeanor and felonies.

Finding a class 7 FFL that will do the work will be your responsibility.    We have contacted a few and the following vendors are happy to do the work

The OSSA Annual Meeting will be:

In addition to regular business, discipline, legislative and BM114 updates, we will have elections of officers and directors.  
 
This is your chance to become involved in helping run and shape the Oregon State Shooting Association.  OSSA needs members to lead key discipline and drive key business areas.

Here is how to complete your self-nomination:
  • One must be member in good standing at the call of nominations.
  • Select a position of interest,
  • Reply with your self-biography (describe yourself, what you would like to help or contribute, add a picture, if you like.) by March 25, 2024.
 
Your self-nomination will be included in the ballot process starting about April 1.   We will be completing our election using “Election Buddy” for all those with valid emails.  For the 50 or so without emails, traditional mail ballots will be used.

Reducing Violent Crime - with REAL Solutions

Focusing on the root causes of violent crime is key to reducing its occurrence and impact on our community.    We need to ask ourselves and our legislature to stay focused on real solutions for violent crime. 
  • Mental Illness engagement and treatment
  • Increase Law enforcement capabilities, especially in high crime areas
  • Enforce current laws - eliminate repeat offenders

A recent Oregonian article pointed out the 100+ murders in the Portland city over the last year.   Portland is the large contributor to the stats, but lets keep our focus for all of Oregon.   Keeping close tabs on the stories one finds disturbing trends that if recognized, can be addressed with real solutions to make our communities safer.

If one keeps close tabs on the articles describing the details on arrests made in Oregon violent crime.   Almost without exception, prior offenses or conditions known by law enforcement or those close to the offender are noted.   Examples like a felon in possession of a firearm,  repeated assault charges, and more. 

Where are the REAL solutions found?

Mental Illness:
  • Our new Governor is spot on to highlight this as a key issue for Oregon.  Applying our States dollars and legislative efforts here will help those in need of mental treatment to ensure safety of themselves, their loved ones, and their communities.
Increase Law enforcement capabilities, especially in high crime areas:
  • Law enforcement shortages are at critical levels.  Portland is short 100 officers alone.   This means there are not enough officers for first response.  This means there is not enough presence in the community to drive crime off our streets.    The Police Academy can not produce the number of new officers needed.  The departments can not hire applicants due to funding and other deficiencies.     
  • The study commissioned by the City of Portland in the summer of 2022 was very clear - engage crime in the communities, address the crime groups where 70% of crime happens.
Enforce current laws - eliminate repeat offenders:
  • If one keeps close tabs on the articles describing the details on arrests made in Oregon violent crime.   Almost without exception, prior offenses or conditions known by law enforcement or those close to the offender are noted.   Examples like a felon in possession of a firearm,  repeated assault charges, and more.   
  • Our local judicial systems need to be given the resources to address the offenders.   Today, for example, offenders are processed out due to lack of public defenders available, only to repeat their offences for another round.   In addition, not applying effective sentencing, especially on firearms offences, only encourages repeat offences.

Make sure your Legislators know that if they want real solutions they need to focus on:
  • Mental Illness engagement and treatment
  • Increase Law enforcement capabilities, especially in high crime areas
  • Enforce current laws - eliminate repeat offenders


Oregon Mourns the Loss of One of Its Legends  -  Matt Suggs, December 11, 2022

Dear USA Shooting Family,
​

As was previously announced, former USA Shooting CEO Matt Suggs passed away on the 8th of December from complications related to treatment for Esophageal Cancer. Matt was diagnosed in April, leading to him stepping down from his position at USA Shooting. His fight against this disease was dignified, courageous, and he never let it change the type of husband, father, and man that he was. He was surrounded by his family at the time of his death.
At a time like this it is appropriate to share a parting piece of wisdom from Matt and put into context what the shooting sports should be about. Last year Matt was meeting with a group of supporters of USA Shooting and one of those supporters explained how exciting it felt to know their financial assistance would one day help shooters bring medals home to the United States. Matt told those supporters that while overwhelming customs inspectors with importation of precious metal was the overt objective of USA Shooting, there was another goal that was just as important. That goal is to be a life lasting positive influence on all the shooters that have contact with the program. That goes for a young shooter competing in their first Junior Olympics just as much as a National Team Member. That is what makes our sport special.
Matt will be buried at a private graveside ceremony. There will be a public celebration of his life announced at a future date which will be open to his friends and supporters.
