CURRENT UPDATE:   3/10/2026 - HB4145 extends BM114 implementation date.

Today HB4145 was passed with the  '-9 Amendment' .   The '-9 Amendment' gutted HB4145 from all content or changes to BM114 with the exception of moving BM114's implementation date from Dec 8, 2022 to JANUARY 1,2028.    This doesn't kill BM114, but we did not expect it to.  It does postpone BM114 another 2 years to enable them to be properly instructed on the constitutionality of BM114.

HB4145 is awaiting the Governors signature.

This was a hard fought battle to keep the expansion of BM114 off of the table.    Many thanks to  our partnership with Oregon Firearm Advocates.  Together we were able to drive HB4145 off the table. 


In posting this amendment, Oregon's Democratic leadership have acknowledged that Both BM114 and HB4145 are so flawed they are willing to postpone them to January 1, 2028.    This sends a clear message that the Democratic leadership knows that BM114 is not implementable and the gross expansion of BM114 terms in HB4145 were even further from reality.


UPDATE:   3/3/2026 - HB4145A Work Session Scheduled for 3/4/2026 with a '-9 Amendment'

Today HB4145 has a new 'Amendment' proposed by the Democratic Senate leadership.   The '-9 Amendment' guts HB4145 from all content or changes to BM114 with the exception of moving BM114's implementation date from Dec 8, 2022 to JANUARY 1,2028.    This doesn't kill BM114, but we did not expect it to.  It does postpone BM114 another 2 years to enable them to be properly instructed on the constitutionality of BM114.

In posting this amendment, Oregon's Democratic leadership have acknowledged that Both BM114 and HB4145 are so flawed they are willing to postpone them to January 1, 2028.    

This sends a clear message that the Democratic leadership knows that BM114 is not implementable and the gross expansion of BM114 terms in HB4145 is even further from reality.

Factoring into this are the pending Oregon Supreme Court ruling which can only go one way on constitutional grounds; and the federal lawsuits pending in front of the 9th Circuit Court, which have ample case law and impacts from recent US Supreme court rulings as well as decisions from other Circuit Courts.

The remaining parts of HB4145 that survive, beyond the date change, are benign power posturing by the Democratic Leadership.  First, the 'acknowledgment' that the legislature, in a plea to the obvious, does not wish to affect the current Harney Co case pending in front of the Oregon Supreme Court.   And finally, the Democratic Leadership continues to snub Oregon Citizens by including the "Emergency Clause" for the only reason but to demonstrate power to restrict Oregon Citizens from exercising their constitutional rights to challenge any bill/law.

UPDATE:   2/27/2026 - HB4145A Public Meeting Held.   Work Session expected as early as Monday, 3/2/2026.  Keep the pressure on.

Great participation from our team in opposition at the public meeting.   Total written testimony is 2072 in opposition ,   407 in support at the time of this post.

  3. Our expectation is a work session on Monday to attempt to progress the bill.  At this point we encourage all tactics to delay the bill and have it delayed so it does not get a third reading.   This includes minority reports and walkouts.

UPDATE:   2/25/2026 - HB4145 passed the House - Now on to the Senate.

Unfortunately HB4145 passed the House today, largely on party lines.   

The testimony/debate was "Spot-On" for our Republican house legislators.     Calling out the unconstitutionality, the hypocrisy, and flawed "data" being used to justify this bill.    Bottom line its about power and control not making Oregon safer.

Coupled with this is every Yes vote condones the violation of Oregonians through abusing the legislative process on this bill both in its introduction and the gross violation of the House Judiciary Committee.  


We expect a first reading in the Senate and likely transfer to the rules committee on Thursday.   This sets up the process for a public meeting early next week. 

Keep up the pressure in emails to your senators.   Remind them:
  • A NO vote is to reject HB4145 and its assault on your constitutional rights.  In addition a NO protects Oregonians and sends a message that Oregonians will not stand the violations seen at the House Judiciary Committee meeting.
  • A YES vote disrespects and disarms law abiding Oregonians and condones process violations and harassment in the legislature.  A YES vote does not make Oregon safer.


 
UPDATE:   2/24/2026 - Third Reading Moved to Wednesday 2/25/2026, Be There!
 
An very dull then exciting day.   HB4145 was stalled all day until the very end where within a very swift motion HB4145 was postponed to Wednesday, 2/25/2026.      We suspect they did not have the votes or it is a part of a larger chess game.   In any case it may have its day on Wednesday.  

Our intent is still to have Rep. Kropf removed from the Judiciary and have HB4145 killed.  A walkout sends a message.

The third reading has been postponed to Wednesday, 2/25/2026. 10am.  However, we do still expect some uncertainty due to the Republican walkout strategy.

Keep up the pressure in emails to your representatives.   Remind them:
  • A NO vote is to protect Oregonians and sends a message that Oregonians will not stand the violations seen at the Judiciary Committee meeting.
  • A YES vote disrespects and disarms law abiding Oregonians and condones process violations and harassment in the legislature.

UPDATE:   2/23/2026 - Third Reading Moved to Tuesday 2/24/2026, Be There!
 
An exciting day.   Rep. Kropf resigned from the ethics/conduct committee.   The House Republicans walked out preventing the third reading of HB4145 and the acceptance of SB1599 (tax bill).   Unfortunately HB4134a missed a reading as well due to the walkout.

Our intent is to have Rep. Kropf removed from the Judiciary and have HB4145 killed.  The walkout sends a message.

The third reading has been postponed to Tuesday 2/24/2026. 10am.  However, we do expect some uncertainty due to the Republican walkout strategy.

UPDATE:   2/16/2026 - Post Judiciary Committee Update – HB4145   Almost a Win, but no..  ☹
 
Our efforts almost paid off.   But HB4145 did pass out to the House floor.
 
While the vote on HB4145 was in progress it was obvious we had a tie, which would have killed the bill.  Then Chair Kropf halted the vote and suspended the meeting.  (btw..  this is a violation of the legislative rules).  Chair Kropf’s next action was to pull Rep Tran out of the meeting to change her vote.   Upon return, Rep. Tran was noticeably shaken. 
Then a ‘re-vote’ was administered for both the -3 amendment and to move the bill to the floor.
 
We would like to thank all of you that took the time to write in with input and gather support of our legislators to work in our favor.   It was working.  We had the Tie.!  The Representatives mentioned it to me specifically.
 
We are not done with this bill.   We will re-ramp the education and reviews to show them just how bad this is for Oregon.  The Legislators voting in favor for HB4145 clearly do not understand the bills details.

Contact the House Judiciary Committee to         STOP HB4145.  NOW!


Our Republicans have posted a HB4145 '-2 Amendment' that strips the bill of all content and sets BM114 implementation for January 1, 2028.   This could be an acceptable fallback.  But HB4145 just needs to be STOPPED.

The bill authors have posted a HB4145 '-3 Amendment' which needs to be STOPPED.  
HB4145 with its '-3 Amendment' STILL has its all its critical issues:  (in addition the extended list below)
  1. Serious privacy issues in the fingerprint process and the illegal registry created by this bill.
  2. Special groups are still exempt from the permitting process
  3. HB4145 prices and delays Oregonians from their constitutional rights. 

Your Action:    Notify the committee members that HB4145 needs to STOP.  HB4145 violates Oregonian's rights.
Continue to contact/email these committee members, send the points above, and let them know HB4145 MUST STOP.

Here is the rest of the content of HB4145.  HB4145 must STOP.
  • HB4145 is not about saving lives.  HB4145 is all about removing Oregonian’s right to self-defense.
  • HB4145 increases fees ($65-$150, +130%)  and delays (30-60 days,+100%), with no recourse by Oregonians when the schedule is not met and must be restarted.
    • The delays with the training requirement means it takes 3-4months for an Oregonian to exercise their 2nd amendment and self defense  rights.
    • This increase in fees and delays mean that some Oregonians cannot afford to execute their constitutional rights to self-defense.
  • This is no longer a ‘Shall’ issue permit with the clause that it may be denied based on a subjective ruling, without adjudication, by the issuing authority.
  • HB4145 installs a registry of gun owners that can be misused or breached, which is a direct violation of federal law.
  • HB4145 seeks to manipulate the judicial system by requiring all legal challenges to be completed through Marion Circuit Court.  This means the law is so wrong that the authors know it will not survive legal challenges outside of their home court.
  • Inappropriate/unethical use of the emergency clause preventing Oregonians from deploying the referendum process. .
  • Moves BM114 implementation to Jan 1, 2028

 HB4145 has been queued up for a House Judiciary meeting on 2/11/26 3pm.   This is the point where bills get referrredto committee andor moved to the floor. 

Contact/email these committee members and let them know HB4145 must stop.

HB4145 was introduced BEFORE it was fully set in the system for its committee and public hearings.  This lack of transparency should never happen.   Through the public hearing it was obvious HB4145 was installed half-baked and rushed.   I was very impressed with the showing and input from our House and Senate Republican supporters.

Below is the testimony OSSA submitted which you may draw upon in crafting your opposition letter.
 
The Oregon State Shooting Association is OPPOSED to HB4145.   HB4145 bill does not save lives but rather is targeted to remove Oregonian’s right to self-defense.  In addition, HB4145 has lacked transparency by not being available before its first reading on the House floor and to provide ample time for public testimony prior to the public meeting.
Below are specific issues with HB4145. 
  • HB4145 is not about saving lives.  HB4145 is all about removing Oregonian’s right to self-defense.
  • If HB4145 were about saving lives, suicide prevention, meaning metal health aid prior to suicidal incidents, would be the action.   Even the state’s own taskforce does not recommend gun control as measures to prevent suicide.
  • HB4145 increases fees ($65-$150, +130%)  and delays (30-60 days,+100%), with no recourse by Oregonians when the schedule is not met and must be restarted.
    • The delays with the training requirement means it takes 3-4months for an Oregonian to exercise their 2nd amendment rights.
    • This increase in fees and delays mean that some Oregonians cannot afford to execute their constitutional rights to self-defense.

HB4145 is being rushed into a public meeting, on Monday 2/2/2026 – 3pm. The formal meeting agenda and materials have not even been posted.    Things you need to do:

HB4145 is a copy of the 2025 HB3075 that seeks to 'Fix' BM114 while at the same time increased fees by 2-3x, increases wait times by 2x.   HB4145 is scheduled for its first reading on 2/2/2026 - the first day of the session.    See the summary at www.OSSA.org and follow the links to the full text.      
 
The leadership supporting this bill clearly wants to ram it through before you see it coming.   Keep an eye on www.ossa.org every day, to see when the public hearings are scheduled. 

The only part of the bill that makes sense is they have BM114s implementation date pushed to January 1, 2028.  This is a clear admission that the State is not ready for this and that the Oregon Supreme Court is ruling is pending after their dismal showing in oral arguments.      The only right thing to do with this bill is to amend it to repeal BM114.

UPDATE:   1/29/2026  --   HB4145 has landed  -  A reissue of 2025-HB3075 -    Prepare for action ..

It has started once more.   HB4145 has been introduced.  This bill is a copy of the 2025 HB3075 that seeks to 'Fix' BM114 while at the same time increased fees by 2-3x, increases wait times by 2x.   HB4145 is scheduled for its first reading on 2/2/2026 - the first day of the session.    See the summary below and follow the links to the full text.      The leadership supporting this bill clearly want to ram it through before you see it coming.   Keep an eye on this page, every day, to see when the public hearings are scheduled.

HB4145/Text ​   Measure 114 Rewrite and and 2X Costs and wait times
OSSA Position:   Opposed.
  • OSSA is opposed to the permit to purchase and standard magazine ban as each are viewed as unconstitutional at the state and federal level.
  • NONE of this bill impacts criminals or public safety.
  • The only significant change for this bill over its 2025-HB3075 version is that it adjusts BM114 Implementation to January 1, 2028
  • This bill starts with BM114 being in place, then adds:
  • Removes permit data from being available from public data request
  • Adds data entry for DEI classification and analysis
  • Increases the time from 30-60 days to when permit is to be issues IF the permit agent completes the process.  This means the permit can be held for 60 days for no reason or by just delaying the permit evaluation process.
  • Nearly triples the fee from $65 to $150 ($110 for renewal)
  • Enables a concealed handgun class to be used as qualification, IF it contains all of the required components (most do not)
  • NRA Instructors, Military and security qualified persons are qualified for the permit.
  • The initial permit must be issued within 5yr of completing the class requirements.
  • Effectively increase the permit decision window from 30 to 60 days.  with still no requirement for the department to ever complete the process.   The permit will not be issued without closure of the process.
  • Maintains that all standard capacity magazines of over 10rds (so called "high capacity") acquired after Dec. 8, 2022 are illegal and are to be confiscated. 
  • Establishes an additional registry which has already been deemed unconstitutional in federal courts.
  • Enables denial based on a subjective belief someone is a danger, without adjudication. 
  • Adjusts BM114 Implementation to January 1, 2028
  • Requires all legal challenges to be completed through Marion Circuit Court.  Meaning this is so wrong that the authors know it will not survive legal challenges outside of their home Court.

As noted, OSSA and its partners are closely monitoring.

Our Team and Partners are monitoring of the legislature's actions .        'Rumors' of HB 3075 and HB3076 are being called back by the House and Senate Leadership exist, so we are watching closely

2025's HB3075 is being refitted for 2026 as HB4145.   While we do not have the full text, as it has not been released yet, the description matches the old HB3075.     The only part of note that makes sense is the admission that the State is not ready for this and they have pushed its implementation to January 1, 2028.     The rest of the bill is and expansion of measure 114 in terms of conditions, costs, and waiting periods.

Our Team and Partners are monitoring of the legislature's actions .        'Rumors' of HB 3075 and HB3076 are being called back by the House and Senate Leadership exist, so we are watching closely

It makes no sense for these bills to be introduced in the current short session.   #1 they impact lawful Oregonians and have NO impact on criminals 'violence'.  Both are presented by special interest groups through the misuse of data and flawed conclusions to lead and drive an unconstitutional agenda; AND  not actually to save lives.   In addition, each of the bills  fail the fiscal requirements for the short session in that they both cost Oregonians Millions. Oregonians need to be on the watch.

UPDATE:   12/23/2025

Law abiding Oregonians continue to be under attack.    Monitoring of the legislature indicates HB 3075 and HB3076 are being called back by the House and Senate Leadership.      Oregonians need to be on the watch.

Here are the 2025 versions of the bills for reference, as we do not have current versions of the bills.  
  • HB3075 - is BM114 and MORE!
  • HB3076 - is the FFL Killer Bill.

Both of these bills target law-abiding Oregonians and do NOTHING to deter crime.

  • Legislation that reduces Oregon's mental crisis in suicide.   Over 3 of 4 firearms deaths in Oregon are from personal or mental crisis that cumulate in suicide.  These are not violent crimes they are tragedies.  OSSA leads in providing suicide prevention training to Oregon's firearms owners including children,  veterans, and rural populations.
  • Legislation that drives accountability for criminals misusing firearms through mandatory sentencing and monitoring by law enforcement.
